Sahe da Silva acts for financial institutions, the Government of Timor-Leste, State owned corporations, foreign governments, Timorese and international NGOs and Timorese and international investors on a wide range of matters including banking and finance law, commercial contracts, corporate law, land and property law, labour law and the sovereign wealth fund. Prior to founding Da Silva Teixeira & Associados, Sahe was a corporate, banking and finance lawyer with Corrs Chambers Westgarth, one of Australia’s leading law firms. At Corrs Sahe advised major banks, non bank financial institutions and private sector borrowers across a variety of finance transactions including acquisition financing, property development financing, syndicated lending, corporate restructuring and securitisation. Sahe holds a Bachelor of Business (Major in Accounting) and a Bachelor of Laws (Honours) from the University of Technology, Sydney.

José Teixeira - Partner

José Teixeira joined Da Silva Teixeira & Associados in 2012 after having served as a Member of National Parliament (2007 to 2012) and also a Member of Government (2002 to 2007).  His practice focuses on environmental law, renewable energy, domestic and foreign investment, tourism, oil and gas and infrastructure. As a former Minister, Deputy Minister and Secretary of State for Natural Resources, Minerals and Energy Policy and Secretary of State for Tourism, Investment and Environment, José was one of the principal architects of Timor-Leste’s petroleum laws and regulations, the sovereign wealth fund, the law on commercial companies and domestic and external investment laws.  José also oversaw the completion of the first Timorese Government studies on renewable energy such as solar, hydro power, wind power and biogas and initiated the process for Timor-Leste to become a member of the Extractive Industries Transparency Initiative (EITI). In 2004 to 2006, José led the Timorese Government team in negotiations with the Australian Government over maritime resource sharing arrangements in the Timor Sea which resulted in the signing of the Treaty Concerning Certain Maritime Arrangements in the Timor Sea (CMATS).  He also served as a Commissioner representing Timor-Leste in the Timor Sea Joint Petroleum Development Area (JPDA) Joint Commission and later as a member representing Timor-Leste on the Ministerial Council for the JPDA. José holds a Bachelor of Arts (Politics and Economic History) from the University of New England and a Bachelor of Laws from the University of Queensland.  Prior to returning to Timor-Leste,  José was a lawyer in Queensland, Australia practicing mainly in commercial and property litigation, planning and development law, administrative and constitutional law, tax law, native title and resource law.

José speaks English, Tetum, Portuguese and Spanish.

Nuno Marrazes - Associate

Nuno Marrazes joined Da Silva Teixeira & Associados in June 2015. Prior to joining Da Silva Teixeira & Associados, Nuno worked as a lawyer at leading Portuguese law firm Campos Ferreira, Sá Carneiro & Associados and before that as a lawyer with Portuguese law firm Abalada Matos, Lorena de Séves & Associados. Nuno holds a Licenciatura in Law from the University of Lisbon and a Post Graduate Degree in Public Procurement Law from the University of Lisbon.

Nuno speaks Portuguese, English, Italian and Spanish.

Cesaltina dos Santos - Lawyer

Cesaltina dos Santos joined Da Silva Teixeira & Associados at the end of 2013 after returning to Timor-Leste having spent 8 years studying and then working in Mozambique.  Prior to joining Da Silva Teixeira & Associados, Cesaltina was a legal trainee at Mozambique’s leading corporate commercial law firm, Couto Graça e Associados where she gained valuable experience in the area of employment law.
Cesaltina holds a law degree from the University of Eduardo Mondlane, Mozambique.

Cesaltina speaks Tetum, Portuguese and Indonesian.

Manuel Sá Martins – Associate

Manuel Sá Martins joined Da Silva Teixeira & Associados in May 2017 and has since focused his practice in assisting local businesses, Timorese investors and multinational corporations in a broad range of industries, including banking, real estate and petroleum. Prior to joining Da Silva Teixeira & Associados, Manuel worked at prominent Portuguese law firm Abreu Advogados, where he acquired in-depth knowledge and developed a strong interest for commercial litigation, private arbitration and employment law. Manuel holds a Law Degree from the Portuguese Catholic University in Porto, where he was also awarded the Professor João Baptista Machado award for the highest grade in the Master’s Thesis. He has since undertaken further studies and obtained postgraduate degrees in Banking

Manuel speaks Portuguese, English and Spanish and is now taking his first steps towards learning Tetum.

Priya Gundendra – Consultant

Priya Gunendra joined Da Silva Teixeira & Associados at the start of 2015 after having graduated from Murdoch University in Western Australia, Australia with a Bachelor of Laws and Bachelor of Commerce (Major in Accounting).


Priya speaks English, Bahasa Malaya, Mandarin and can converse in Tetum
